The high electricity market prices was due to the critical level of power in Negros and Panay Island caused by the following reasons:

1. Damaged submarine cable line of the National Grid Corporation of the Philippines (NGCP) that connects Cebu and Negros-Panay Island;

2. Annual Preventive Maintenance of Palm Concepcion Power Corporation (PCPC);

3. Derated power generation of Panay Energy Development Corporation (PEDC);
